The tragedy of the commons, stated precisely

When a resource is open access — no one can be excluded — each user captures the full benefit of taking one more unit while bearing only a fraction of the cost, because the cost of depletion is shared among all users. So the individually rational choice is to take more, every user reasons the same way, and the resource is destroyed even though everyone would prefer it not to be. Note two things the exam checks. It is not a claim that people are greedy — it follows from the structure of the incentives and would occur among entirely reasonable actors. And it applies to any open-access resource: ocean fisheries, groundwater aquifers, grazing land, and the atmosphere as a sink for emissions.

Maximum sustainable yield

Maximum sustainable yield (MSY) is the largest catch that can be taken indefinitely without reducing the stock. Its logic comes straight from the logistic model: a population grows fastest at about half its carrying capacity, so harvesting the surplus produced around K/2 takes the most fish the population can replace. Above that point the stock is too large to grow quickly; below it, too small. The reason fisheries overshoot MSY anyway is a combination of the commons structure, imperfect stock estimates, political pressure to set quotas high, and technology — sonar, factory ships and drift nets — that keeps catch rates up even as the stock falls, so the collapse arrives without the usual warning of diminishing returns. The Atlantic cod collapse off Newfoundland is the standard case, and its failure to recover decades later shows that the post-collapse carrying capacity can be permanently lower.

Responses, and what each fixes

Every serious policy addresses the open-access structure. Quotas and catch limits cap total take, but require enforcement and accurate stock data. Individual transferable quotas assign each fisher a share, converting an open-access resource into something like property so that each holder benefits from the stock recovering. Marine protected areas close portions entirely, letting stocks rebuild and spill over into fished areas. Gear restrictions — banning bottom trawling, requiring larger mesh, mandating turtle-excluder devices — reduce bycatch and habitat damage rather than total take. Aquaculture shifts production off wild stocks, though it carries its own costs: effluent, escapees interbreeding with wild populations, disease transfer, and the fact that carnivorous farmed species are fed on wild-caught fish. The exam wants the policy plus the mechanism plus at least one limitation.

Worked example

Explain why an individually transferable quota system can succeed where a simple total catch limit fails.

  1. 1.Identify what a total catch limit leaves unchanged: the resource is still open access among the permitted fishers, so each still races to catch as much as possible before the cap is reached.
  2. 2.Name the resulting behavior: a derby fishery, with dangerous overcapitalization, short seasons and poor-quality landings, and strong incentive to underreport.
  3. 3.Explain what a transferable quota changes: each fisher holds a defined share of the total, so there is nothing to race for.
  4. 4.State the key incentive shift: because a share is a claim on a percentage of future catch, each holder now benefits directly if the stock recovers and the total grows — the individual and collective interests are aligned rather than opposed.
Answer: A total catch limit leaves the resource open access among permitted fishers, so each races to take as much as possible before the cap closes the season. A transferable quota gives each fisher a defined share, removing the race and — decisively — giving every holder a personal stake in the stock recovering, since a larger stock means a larger absolute catch for the same share.

The tragedy of the commons is about incentive structure, not character. Answers that explain it by saying fishers are greedy miss the point and usually miss the policy question that follows, because the fix is to change who bears the cost — not to appeal to restraint.
