SHORT-ANSWER QUESTION. Read the description of the source. Source — the Schuman Declaration, delivered by French foreign minister Robert Schuman, May 1950. Schuman proposes that French and German production of coal and steel be placed under a common high authority, in an organization open to other European countries. He argues that Europe will not be built at once or by a single plan but through concrete achievements that first create a solidarity in fact, and that pooling coal and steel production would make any war between France and Germany not merely unthinkable but materially impossible, since these are the industries on which armaments depend.
