3 ptsSHORT-ANSWER QUESTION. Read the description of the source. Source — provisions of the Treaty of Versailles and the League of Nations Covenant, 1919. Article 231 of the treaty requires Germany to accept responsibility for causing all the loss and damage suffered by the Allied powers as a consequence of a war imposed by German aggression, establishing the legal basis for reparations. The treaty strips Germany of its overseas colonies and limits its army to one hundred thousand men. Article 22 of the League Covenant establishes the mandate system, under which territories formerly governed by Germany and the Ottoman Empire are assigned to Allied powers to administer as a sacred trust of civilization, on the stated ground that their peoples are not yet able to stand by themselves under modern conditions.
